About Shigure:
Sohma Shigure represents the dog in Fruits Basket's juunishi (chinese zodiac). He is a cheerful, laid back 27 year old novelist, and part of the older generation of the juunishi. With a charming smile and easy, carefree demeanor, he makes himself easy to confide in and trust. He loves using that trust to tease and/or torment the people around him... depending on your point of view, of course. To Shigure, it's all playful fun, but to say, Kyou or 'Gure's editor, it's much more like torment. :D

Manipulative bastard? WTF?
If you're not familiar with Shigure's manipulative side, you've probably only seen the anime, or aren't very far into the manga. :) In the anime, Shigure is what he appears to be - a cheerful, charming sorta guy, with a bit of a (mostly harmless) pervy streak. He genuinely cares about the rest of the juunishi (the zodiac) and wants to help out the younger generation of juunishi, and protect them from Akito as best he can. In the manga... he's a bit different. Now, I don't particularly fault the anime for leaving the more manipulative part of his personality out - in the portion of the story that the anime dealt with, 'Gure's more shallow, manipulative tendencies were only starting to show, so it was easier to leave them out. In the manga, 'Gure is, on the surface, the very charming, slightly spazzy perv he is in the anime, but only on the surface. No one knows the true Shigure, or his true intentions. Hatori (and perhaps Rin, to an extent) seems to have an idea of what kind of convoluted game Shigure is playing, but it looks like he's only seen a part of it. And every time the readers seem to get an idea of what 'Gure's up to, he goes and changes the game. What is the game? We don't know. Is his dream to free the Juunishi? Is it to be "God's" lover? Is it just to free himself, everyone else be damned? Is it something else completely? No idea. 'Gure's playing the readers just like he's playing Tohru, Rin, Akito and the rest of the the Juunishi. We'll all just have to wait and see.
